Logica familiar e logica coletiva nos assentamentos de reforma agraria do Brasil : o caso do municipio de Unai (MG)

The public policy of agrarian reform in Brazil continues giving priority to collective organization of the settlement, the services and even of the agricultural production. This collective logic is promoted and institutionalized by the State as for the pro agrarian reform movements. Paradoxically, the settlement is based on the concession of individual lots to a composed public in majority of former wage-earners, in the context of the promotion of economic familiar small enterprises. The communication examines the origins and consequences of the interaction between these logics from the example of the land reform settlements of the municipality of Unaí. There is a tension just between the individual interest of "the new proprietor", the familiar logic and the collective logics dependents of the modalities of public policies. The obligation of familiar or communitarian solidarity is fed by the precariousness of the settlement process and by the unifying character of the ideology and of the human values. The results in Unaí show three teachings: a) the budget and the instruments of the public politics of agrarian reform are not adapted or suitable when not contradictory and leading to conflicts; in spite of such conditions and such an institutional environment, b) tools and methods for social construction of the partnership allow a synergy between the individual, familiar and collective logics; c) a specific local education effort, in loco, is indispensable, but efficient on medium or long term, in order to fortify and to subsidize the dignity and identity of the settlers.
