Os mediadores, os políticos e a sociedade civil: A realidade e os limites da governança territorial. O caso do território do TASPP no nordeste brasileiro

Territorial governance is the subject of intense debate because the territory has become a favourite reference for rural development operations. To achieve this, we studied an action-research experiment in the Northeast Region of Brazil where the domination of landed political elite makes the partnership between civil society and political power difficult. This territorial development experiment, which began in 2004, set up devices for governance. Our aim is to analyse the conditions required for the function of a device for governance. We show that in situations where there is little human and social capital, implementing new modes for exercising power presupposes the official legitimation of a collective space for debate (the forum) and a device for governance (the consortium), for reviewing public action. These devices depend on a process of growing institutionalisation, which combines learning and innovation, and allows for the progressive development of shared standards and values. The legitimacy ofthese devices was developed with a shift in the balance ofpower between civil society and politicians. We underline the specific role that experts have in the process. We analyse how, given the specific conditions of the practice of power in the territory under study, the territory presents real difficulties for the exercise of true governance.
