A socio economic and institutional analysis of mahakam delta stakeholders : Final report

The aim of this study was to provide more qualitative and quantitative information about the actors of the delta and therefore to represent its current socio-economic and institutional conditions, with emphasis on actions and interactions between different actors. However, data base development and report writing were not the only outputs expected. Actually, this study was intended to contribute to initiate a negotiation process between the actors through discussion of results with the main stakeholders. By sharing a common understanding of the current situation and the evolution of the problems at stake, the initiation of a process of construction of collective agreements was also targeted. This report presents the results of the "Socio Economic and Institutional Analysis of Mahakam Delta Stakeholders". In a first section, we discuss some common issues related to the mangrove-shrimp dynamics as expressed in the literature and we explain the methodology applied to conduct the study. Section 2 deals with a historical approach of the delta combined with up-dated photo-satellite interpretation to picture the evolution of the mangrove-shrimp-oil complex. Actors and activities make the core of section 3. We identify and characterize the main actors and discuss how they impact on the current situation of the delta, with a particular focus on shrimp farmers and shrimp farming, with a socioeconomic geo-referenced database of one hundred respondents. In section 4, we intend to look into the future by discussing the stakes derived from field survey and individual respondents as well as group meetings discussions, developing a pro-active approach using an institutional analysis of stakeholders, and exploring scenarios with a prospective approach. Section 5 emphasizes how we approached the stakeholders in order to succeed in involving them progressively and reach their commitment to future actions.
