Digital transformation increasingly shapes agricultural dynamics and fuels growing debates on inequality and ecological transition. While public policies are widely seen as essential to orient digitalization toward more inclusive and agroecological paths, few studies analyze how current agricultural digitalization policies are designed and what their implications are for inclusivity and ecological transition. Focusing on Brazil—a country marked by a dual agricultural structure combining a powerful agribusiness sector and a vast family farming sector influenced by the agroecological movement—this paper examines how digitalization has been integrated into national public policies. It addresses two main questions: (1) How have Brazilian public policies conceptualized and operationalized the digital transition in agriculture? (2) To what extent do these policies foster an inclusive and ecologically oriented digitalization rather than reinforcing existing inequalities and productivist trajectories? Drawing on a systematic mapping of strategic documents, decrees, and programs from the 2000s to 2025, and applying a policy mix framework (Flanagan et al., 2011; Rogge & Reichardt, 2016), the study identifies the instruments, actors, and institutional arrangements shaping Brazil's agricultural digital transition. The results reveal two interconnected configurations of the policy mix: (1) a specific set of policies and instruments centered on promoting the Agriculture 4.0 paradigm, driven mainly by the Ministry of Agriculture (MAPA) and the Ministry of Science, Technology and Innovation (MCTI), and supported by agribusiness organizations (CNA) and industry-oriented institutions (ABDI), emphasizing productivity and competitiveness; and (2) a broader, more diffuse mix of policies related to telecommunications, rural development, and education, which provide greater consideration for digital inclusion and environmental sustainability.
